I always get a new passport when passport chock full with Thai stamp and/or I receive the red warning stamp.

If you haven't received a red-stamp on any SETV yet, you could get one more SETV from Vientiane, likely get a red-stamp (based on having many others from them), then replace the passport during that stay.
