I was reading somewhere that we must declare to Customs any items being taken on holiday by residents of LOS (items not bought here).

I have a Laptop and 2 dress watches originally bought in Kuala Lumpur 2-3 years ago. When I go to HK or KL or SG for 3-4 days, I take these for my own use.I have no intention of selling them (foolish, because would only get 30% of original price anyway).

Has anybody been asked to do this declaration and pay duty? I have no intent to avoid the law in any land, although I suspect that being stopped to fill forms would be a pain. Or is this just a rumour and "it won't happen" for small and obviously used items.

This declaration is entirely optional. You are nto required to do it. It is mainly for Thai citizens who might otherwise be asked to pay duty on an item suspected to have been bought abroad. Thais get far more scrutiny from customs than do foreigners. Westerners are generally assumed to be tourists or short-term business travellers and left alone.

I have not been stopped by customs once in what must amount to more than 200 trips in & out of the country.

If you are really concerned, bring along the receipts with you to show that these are not newly acquired items. But the odds of being stopped at all, let alone  charged duty on such items, are extremely low.
