Here on this site http://www.bia.co.th/023.html it states that a work permit is not required if the work being performed contributes to education, culture, the arts, etc.

My question is this: Is being an english teacher not educational? If it is, then why the heart attacks over getting work permits for teachers? This simply does not add up. Can someone explain it? Thanks

This same page says under Prohibited occupations "Office or secretarial work", so am i to assume all Foreigners working in an Office at working illegally?

Also Prohibites "Legal or litigation services" but i'm sure there are many foreign laywers in Thailand (even on this board there are a few)?
