That is certainly the reason. Not the first time they have run out of them.

Same type of visa stamp given in Phnom Penh, so perhaps the stickers could be running out now in other embassies, too.

 

Had a discussion with agent on documents required for current tourist visa applications, and was a bit surprised that there were no need for hotel bookings or any travel ticket into Thailand. They just wanted passport photo, flight out of Thailand (although e.g. Giant Ibis bus booking should be ok ?), and printout of your bank account showing the min. of 20.000 baht or equivalent, in my case, euros.

 

Have three previous tourist visas in current passport (issued 2016), and two of them from Phnom Penh, no questions, red stamps, but I am retired and now spending more time e.g. in Cambodia than in Thailand every year.
