BANGKOK — The army – an agency with a history of suppressing protests with bloody results – is making manuals on how to handle street protests, a defense spokesman said Friday.

 

Once completed, the books offering guidelines on how to monitor public gatherings and avoid confrontation will be released to military personnel, Maj. Gen. Kongcheep Tantravanich said in an interview, though he denied it’s related to anti-junta protests set to take place tomorrow and two weeks from now.

Given the lead time to write a manual, especially by any military, I think they are planning to be around for quite some time.

Sticking your barrel in the ground is just a bit obtuse.  If they do not treat their weapons with respect, it doubtful they will carryout their duties in the same fashion.

A Gendarmerie is a military group/division that is tasked with policing civilian populations.

Surprisingly (to me at least), it appears that many countries have at least nominal if not fully active gendarmerie that operates separately from police organizations. From that perspective the RTM involvement in protest control isn't unique to Thailand nor to authoritarian regimes. What may be unique is that the RTM acts as a gendarmerie either when an elected government declares a State of Emergency (ie., Abhisit regime in 2010) or during a junta-controlled government such as currently. Otherwise the RTM hasn't generally interfered with the duties of the Royal Thai Police, albeit there seems to be some crossover with police with regard to to Muslim protesters and insurgents in southern Thailand where a state of martial law still exists.
