I nearly stepped on a bird on the beach this morning, and looking at pictures on the internet I assume it's a juvenile plover.

Going back an hour later, it was still there - un-moving/not resisting and silent (even when I picked it up), so I took him/her home.

Back home, I tried to give water with a syringe - which encouraged him/her to drink from the 'bowl' of water placed beneath his beak, but he's showing no interest in cat food/aquarium worms.

A long shot I know - but does anyone have any idea what and how I should feed this bird until he regains his strength and can be taken back to the beach?

Where you picked it up from was most likely its nest,

they use the sit still and try and blend in as a defence,

move and they will surely get eaten.

The first time I saw the bird I picked it up (in a tissue) to check for any obvious injures.  There were none, so I moved it approx. 3 feet further from the incoming tide.  If there was a nest, it would have been washed away.

Going back an hour later, the bird hadn't moved back to the original site - and hasn't moved at all since throughout transportation and now being in a box.
