Completely at the discretion of the local labor-office.  Offical rule is 4 Thai employees, some offices allow 2+ Wife, some Wife+1, some maybe not even that.  One poster even reported his local labor office gives him a work-permit on a "retirement" extension, which is generally considered "employment prohibited." 

In many cases, the "law" here is whatever someone with local-authority says it is.  So there really isn't "law" as we would recognize it in the West - just a sort of part-anarchy / part-hierarchy system of "What I say today, goes today (but could change tomorrow)."
