Can I get a temporary Thai driving license while here with a multiple entry tourist visa and if yes, where. I have a swiss license and a 3 year valid international driving license with me. It would be advantageous to avoid the "color blindness" test if possible. I am staying in the Pattaya area.

You can even get that with a visa exempt entry. Get a certificate of residence, go to the DLT, and good luck.

That sounds good but I have a somehow stupid question (or this is a misunderstanding of terms).

How can somebody get a certificate of residence if he is only temporarily staying for a mere 30 days (or 60 if you will). as a tourist. This is not what I would call "resident". Or is the name of this "cerftificate" misleading ?

You are right, and in for example Bangkok you would not get one from the immigration office (and for example in case you were German, the German embassy would also not issue one to a tourist)

But every province has it's own rules regarding these things, and afaik in Pattaya you can get a certificate of residence as a tourist

Embassys do of course also have their own rules, some countries will issue a certificate of residence to tourists and some won't

You need a certificate of residence for each license, so for motorbike and car you need two

 

Your 3 year international driving permit is based on the 1968 convention so it's not valid in Thailand and officially not accepted when applying for the Thai license. So in the worst case you have to do all tests as if you had no driving license, or you can be lucky and they just accept it, does again depend on the province.

A certificate of residence is exactly that - a certificate that demonstrates where you are currently residing, it has nothing to whether your are here permanently/ long term.

You'll also need a medical certificate - 150-500 depending on where. First one I ever had involved a blood pressure check and a doctor asking me if I had any health problems. I said no, then I got the certificate. 

I notice, though, you mentioned colorblindness in your initial question - I presume by mentioning it that you are. There's no good news on that front - you will be tested for color blindness when you go for your license. Unless you're in a small regional area (Pattaya is not) and you could perhaps pay a...we'll call it a fee to bypass that test you could alternatively pretend you don't speak English and give the answers in whatever version of Swiss you speak natively (Swiss German/ French etc) so they won't know what you're saying ?

I got my temp Thai licence with a SETV  (Phuket) as been said get a certificate of residence (address where your staying) plus check on here the other docs you need (med certificate I paid 100 Baht, he asked me am I well, any diseases - No, ok he filled out and signed the for 100 baht) if you just transferring your entitlements from your own country licence to a Thai licence then you normally do the reaction test and colour light test (will be the easiest things you ever done) loads of info through the search bar on TVF about the process 

 

The colour light test is like Traffic lights, you just say red, yellow or green as they light them up is like a 10 second test, reaction is two pedals on a floor frame, basically foot on gas pedal then brake when they hit the red lights on the screen visual also about 10 seconds to do, dont worry about these tests it is a room full of people all watching and laughing at same time, don't think anyone fails it?

Maybe in Pattaya - I have no idea, but in Chiang Mai it's the color blindness test only.

I said Phuket in my post (as we all know it can sometimes depend on the location as to what the actual requirements are at the local DLT office)

OP, if you're color blind, ask wich tests they are using in your area (Pattaya). I made/extended licences at  different places (but not in Pattaya) and everywhere had to do the color blindness test. I had converted my Swiss driving licence as my international one had expired - if still valid they would have accepted it thougt. For the use of the Swiss licence i had to get a verified translation, but otherwise no problem. Good luck.

I have a Swiss international driving license as well but in Thailand this one is worth nothing, they only accept international licenses from the 1929 act , not the normal 3-year valid licenses from the 1968 act like the one Switzerland issues. I had to check several times to believe this, but it is the truth - at least officially. In Thailand you cannont drive based on one of the most sophisticated driving tests performed worldwide. As a Swiss you know to pass there is hard. But what I really can try is to get a verified translation as you did and forget about my nice international driving license - which in fact is nothing more than a translation of the original itself and that is really a big joke. Completely against common sense. I have a slight chance to pass the color blindness test in Pattaya since they do not use the Ishihara. I do see green and red and can distinguish the colors quite well if they are shown explicitely enough.

I really dont think you will have any problem with the colour test, in Phuket its just traffic lights, they light up red, yellow or Green, nice and bright just as traffic lights - you just call out the colour, they do 2/3 times and thats it (takes about 10 seconds) I am pretty sure as they flash up the colours they are not actually checking exact, think they just want to hear red/Green, mostly Thai people when I done it so answers in Thai, I just sat down and shouted out red/green in english - no problem (Im sure they never shown me yellow) really just go down you will be ok ?
