The junta designed a new electoral system not found anywhere else in the world (hint).

It's designed together with new junta election laws to favor medium to small parties and penalize large parties, namely the Pheu Thai Party and the Democrats in winning parliament seats.

 

The military apparently decided it was going to maintain, contrary to its historical periodic role as a military junta, a continuing active political role in Thailand after the next election, ie., with Prayut as PM. But it would be difficult for the military to organize a major pro-military political party that can compete directly against the PTP and Democrats for Parliament seats with its lack of political experience and in the time span that it had planned for elections - already delayed by 3 years.

 

But by organizing several (2-4?) small to medium sized parties pledging loyalty to the military, ie., Prayut, the pro-military parties could possibly win in total sufficient parliament seats (20% required?) to throw the PM election into the Senate. Recall that the Senate is entirely appointed by the Junta and includes ex-officio seats for junta members (including Prayut)!   

 

What electoral systems you might understand operate in other countries has no relevance in Thailand.
