Which non PDF format can be printed out by popular programs so that layout, design remains identical with original?

PDF is pretty much the only format that will always look and print the same way on all devices. That's what it was created for.

 

DOCX may work, and HTML may be OK also, though there are many variables that may mess them up.

 

What do you have against PDF?

He may not know that it is easy to edit a .pdf these days especially if 'printed' directly off a native file.
