The above quote is very correct, and I for one have also witnessed this type of action by the street cleaners, although they are not the only guilty ones; having said this, it is very good to see that some sensible people have taken it upon themselves to do something about the visible problems, one can only hope the local administrations take notice and follow the peoples lead. The drains should be dredged/cleaned prior to the rainy season, not during... TOT... Maintenance of anything in Thailand is sadly lacking. Thais just wait until something is broken and fix it....
