Yes. Building structures, and populating areas, in FLOOD ZONES is for.....FOOLS. When FOOLS do this, then they pay. DUE TO OVERPOPULATION, and price of land increases, and for a few other reasons, humans continue to build where they should not build. They do not care about risk. They do not even care about the RISK to Organized Human Civilization, when they build nuclear weapons and add CO2 to the atmosphere, way beyond concentrations seen since before 15 million years ago, the Miocene Epoch. I have ZERO Sympathy for FOOLS, such as we, who know what they are doing is wrong, and could kill them, but continue on continuing on. One gets to a point where: One realizes that one is on a train, and witnessing the slow train wreck, a fatal wreck, and for everyone alive. If we want to live, then we need to reduce population to around TWO billiion, and not increase it to TEN Billion. But, fools never listen to reason.
