Moving from Bangkok to Jomtien area- TM 47 done in Bangkok.  Have read in past topics, Jomtien doesn't want TM 28 but does  address change at next TM47 report and then updates address.  Is this correct?

Jomtien will want a TM30 form submitted by your landlord or yourself within 24 hours of arriving at your new residence. They do not want a TM28 form from reports I have read

Wife owns home- TM 30 plus copy Thai ID Card and Tambien Bahn- signed by wife.   Can send by mail or can I drop off at Jomtien Imm?   Thanks for info

Will an address change (within the same province, in my case) reset the 90 days count for the next address reporting of a yearly non O extension, especially by Koh Samui immigration? 

Or are address change and address reporting completely independent from each other?

No it will not. Only doing a 90 day report or leaving the country resets them.
