I am sure that the British police would arrest Thai citizens.

 

Of course to do that the UK police would need to be advised of a red flag by Interpol, who would in turn be advised by the RTP that the said Thai person had committed a crime and was wanted by the Thai police.

 

So if the RTP don't put out a red notice to Interpol, then Interpol cannot ask member countries to arrest, hold and deport the afore mentioned Thai person.
