You may want to go back and reread that and compare it to your statement. They were not illegally counted in the last election as that was the current regulation which has now been changed for future elections. That rule along with other rules can be changed in the future as well -

I have just viewed the first 2 episodes of it Royal Scandal----Excellent ---really good acting, and even when you know the whole, still grips you. Its really worth a watch
