buying property via legal execution department

does anyone know the process for bidding and buying property on this site? http://asset.led.go.th/newbid/asset_search_map.asp

for my wife (thai) obviously, don't need farangs can't buy land advice

 

i can translate it but doesn't make a lot of sense

 

from what i understand, there is a 150,000 baht returnable deposit to get into the auction, what i don't get is this

ราคาประเมินของเจ้าพนักงานบังคับคดี จำนวน 1,000,000.00 บาท
Appraisal Valuation of Enforcement Officer Baht 1,000,000.00

i think its a reserve price or the auction start price, or is it a buy it now price? not sure.

 

my wife is pretty useless at translating anything legal

 

anyone have experience with buying property through this department or can do a better translation
