It's amazing how many Thai drivers/motorcyclists have no idea about so many laws of the road.  'Didn't know that children had to wear a helmet'.  Does he think they're invulnerable?  Look at the family of kids going to school on a scooter all over the country.  The age of the driver is about 12, three or four kids crowded onto the bike and no helmets at all.  

That's the point - he doesn't think. No critical thinking at all because they have always been dissuaded from it.

Not quite sure if you're genuinely being picky (no problem with that), or cynical regarding the police worried about losing a source of income via fines for no helmets?
