Loei is the province north of Petchabun in Thailand and Laos is another country. I think there's only one border crossing between Thailand and Laos in Loei. It's called Ban Na Kra Seng and I haven't read about it being used by foreigners doing a 'visa run'. Some don't have full-blown immigration and only handle locals crossing. Most foreigners would carry on through Loei and Udon Thani provinces to Nongkhai (in Nongkhai province) and do the border hop there to Vientiane in Laos where a Thai consulate will issue a visa OR, you can do a same day exit/re-entry getting the 30-day visa-exempt entry that I think you are seeking. Nongkhai-Vientiane is a recognized visa-runners portal.

Yes you can still do a border hop for a 30 day visa exempt entry at that crossing.

It is number 17 on the map and list of crossing to Laos here. https://www.laos-guide-999.com/laos-border.html

You can pay the fee for the Lao visa on arrival in baht. It will be 1500 baht.

The is no fee when you enter Thailand. You will only need your passport and a TM6 arrival card.
