House Speaker Chuan Leekpai is planning to organise training on the rules and regulations of Parliament for veteran and new MPs.

 

Somboon Uthaiwienkul, Chuan’s designated secretary, said the Speaker discussed the issue with Sorasak Pienvej, secretary general of the Lower House.

 

“The training will be held for two groups of MPs, first time MPs and veteran ones. Those for the first group will be [trained for] about two days. The training is aimed at making them learn the rules and regulations of the Parliamentary meetings, so that they can know their rights and duties so that meetings can go smoothly,” Somboon said.

 

MPs will learn about their duties as representatives of the people, he said, while details of the training, including when and where, are still under discussion.

Chuan’s moves come after unruly meetings of MPs and Senators on Wednesday that were widely criticised in social media.

 

The Lower and Upper Houses met for the first time after the March 24 general election to vote for the prime minister and their debates on who should be the next prime minister were televised nationwide.

 

Some first-time MPs were seen refusing to follow instructions of Chuan, a veteran MP and former premier. 

 

One new MP asked Chuan for permission to talk when another MP was speaking in the chamber. Chuan told that MP to wait for Chuan to allow him to speak first instead of interrupting.

Rule number one no Corruption 

If they've read Animal Farm as recommended PM P, rule number one will be "You are more equal than others"!

They will get the training as soon as the new rules are written. And this will not be subjected to the cheater.

If they intend to follow westminster, not lying to parliament or the public will be a new concept for most, and all of PTP.

I'm in Thailand, but from a country where lying to parliament is frowned upon, unlike the USA where it has become an industry pointing out the president's lies.

Better to have Chuan Leekpai as House speaker than one from the junta PPRP. He is the mentor of Ahbisit and share some of his sentiments for Prayut. He will be important in his speaker role who keep order and allowing MPs to speak. He has the power to suspend and withdraw any remarks. He can call on MPs to give opinion on an issue. That's power and in the hands of a reasonable, rational and conservative politician.

No way they deserve any form of thanks but acknowledging their first mistake allowing Chuan to take the speaker role.

 In more stable democracies this is the role of the Parliamentary officials. As part of their introduction to parliament new MPs are given a basic education on how the place works, what are the protocols and procedures (standing orders, who ranks higher than who and so on), where the toilets are and then given the keys to their office. This happens before the fist sitting day of parliament.

 

Then again stable democracies also have regular elections so this is a normal procedure, they also have a regular place to hold parliament, not some available convention hall.

I met and chatted to him once at Hat Yai airport he spoke good English and looked like a man happy in his own skin. In the murky world of Thai politics, he is one of the better guys.

You seem upset. They just doing what they do best to get entice coalition parties by promising rewards. Only this time they make a mistake,

Possibly he is a decent person, but during both his terms as PM his government was riddled with corruption, more so than current mob, (maybe?) 

He's also 80 years old so my expectations of him are not very high - to be polite.

Why have they bothered to draw up a set of rules.  Thais don't obey even the simplest ones - drive on the left; drive on the road!

The old guard could use some new rules. Rules! What rules?

Aren't they just made up on the fly? Like similar to election rules?

 

They represent the people therefore they are not told what to do.  But this being bizarro Thai government where cool heads, cognitive thinking and consideration for your fellow Thai is held in low regard, we all await to be impressed.   

Rule number one - vote for all things the PM and his friends want.
Rule number two - see rule number one.
