Nepotism plays a big part. The senior officers appoint family members so they can look after them as they climb the ladder of fame. When they retire the upcoming family members step in to protect their retirement benefits.

Is it not the richest police who get promotion first? Don't they pay for their Lt/Col and Maj/Gen ranks?
