Cabinet mulls uses for unspent billions

The Cabinet on Tuesday agreed that Prime Minister Prayut Chan-o-cha should allocate the 4 per cent of last year’s Bt2.52-trillion national budget that was left unspent.

 

Interior Minister Anupong Paochinda said he would push for the completion of Bt6 billion worth of projects instigated by local administrative bodies. 

 

He cautioned that the legality of the proposal would have to be assessed since the money would not be spent freely and unconditionally to prevent corruption.

 

Finance Minister Uttama Savanayana said he believed several billion baht was unspent and that a stimulus package expected to amount to Bt170 billion would be tabled for the Cabinet’s consideration.

 

Government spokeswoman Naruemol Pinyosinwat said Prayut had instructed Cabinet members to examine their ministries’ unspent budgets and propose uses for the leftover money before the next fiscal year begins on October 1.

 

She noted Prayut’s suggestion that the money be spent on projects that come under the government’s “12 urgent policies” announced last month.

 

The Cabinet also heard Undergraduate Studies Minister Suvit Maesincee propose that the spending focus on the bio-, circular and green economy, and on people’s needs at the grass-roots level.

It would not be unreasonable to acquire some top end timepieces so Rolex , R M , P P , et-al get some stock in ..

Dunno as I used to mull up pretty fast in my youthful Thai mulling days.

Well it could be spent on projects to build community infrastructure, is that where the unspent billions are from oh dear!

Perhaps it should be spent on a "Gentleman's Club" for retired politicians, business men ( not women!) and men with a Military bearing.

Almost 101bn baht excess.

 

I propose a motion that that figure came entirely from the fatrang contribution to the economy and Thailand should show its gratitude by giving all foreigners free Chang wife-beaters and sandal socks.

You can bet those closest to the trough with the easiest access to it will already have their names on some or all of it.

How can you have 1 Baht in 25 of a Bt2.52 trillion baht budget unallocated? That is just over 100 billion Baht!

That is a very large discretionary fund, even worse it is left over after an election year. This should go back into consolidated revenue not allocated to member pet projects. It shows that the government is a worse money manager than most thought, they cannot add up the allocated schemes and come up with a number that comes close to reality, rounding errors are considered acceptable but this is eye watering.

Our roads here have potholes big enough to bury it all...

Ok I mean little confused. Not too long ago it was stated this year government is running budget deficit and looking around to borrow money and new taxes to fill up coffers

 

now as it turns out , they did not even spend last years money?

From memory it seems that in my youth mulling the same thing as you was always as fast as what happened post mulling.

To a Thai politician the term "Unspent billions" works a hundred times faster than Viagra, and with a hundred times the potency.  

Maybe they could buy another gift for every Chinese entering the kingdom!!

What better way to unload some of this surplus than on a campaign to cut the appalling carnage on Thailand's racetrack roads. A lot more speed cameras and police patrols with breathalysers wouldn't come amiss.

 

And how about setting up a nationwide network of state-run compulsory driving schools for learners, with nobody allowed to take try for a licence until their instructor(s) are convinced they are competent enough to pass.

 

 

Uhhh, roadways, schools, hospitals, drainage canals, senior citizen (nursing homes), cleaner beaches, cleaner oceans, animal care. The list in Thailand is endless.

Willing to be corrected but I've heard it's higher than that for wine.

The biggest problem would be for the farmers in the north east trying to figure out what the best vintage would be to have with the Somtam.

So Toon Bodyslam organises a charity run to help regional hospitals because they don't have enough money and the government wonders what they should spend the surplus budget money on.

This would work in the west, but not in Thailand.
