What doesn't work at land borders is the VOA, so the confirmation letter you are considering is useless there. In theory, you need to have a confirmed flight out of Vietnam to qualify for the exemption, regardless of whether you enter overland or by air, but they rarely ask for this anymore. I entered from Laos overland recently and had a flight confirmation ready, but they didn't ask for it, and the talk on the websites here (I moved to Vietnam from Thailand 2 years ago) is that they are not that strict anymore.
