Do you think everyone that can't get into Thailand because they can't get new SETV will still be able to get 2 land border crossings when 2020 rolls around?

I think it  depends on your history. But if you have a lot of visa exempt stamps, and Visas in a short period , then land borders will probably be your best bet. Careful which border you use too.,Someone here will advise you on the easiest borders.

It is not an entitlement but a limit. There’s nothing at the moment to suggest you won’t get two, but any visa exempt entry by land or air can be denied if the IO has cause.

It is a Visa Exempt entry so of course purely for tourism purposes. I doubt the limit will change so providing they qualify, it should be straightforward... pick your crossing point accordingly.
