I realize that, upon getting a new passport, people have to transfer a stamp pertaining to retirement visa.

But I'm in Thailand on a visa-exempt entry.

So, when I get my new USA passport, do I have to go to a local immigration office and have them transfer anything ?

Or do I just carry around both my new and old passports when I leave this country ?

in the post he specified retirement visa  .. or does this statement apply to all visa's

thanks

It applies to long term stay permits. Tourist entry stamps do not need to be transferred until leaving the country.

No extant visa issued for whatever purpose by a Royal Thai embassy or consulate can be transferred from an old passport to a new one. Instead both passports will need to be presented at Immigration checkpoints by the holder until said visa has expired.
