How about in the hills of Kao Yai, just build a city there, where flooding would  be 

much less of a problem. I believe it is mostly public land in that area. Some of the area would be flat enough to build an airport near by as well.  Just a suggestion.

There are still many manufacturing industries in Bangkok which should be moved out. This should be the lead of the story. Nearly 20% are eligible for welfare.

Let's see, just how much can I make on such a deal, of course there are all the Generals that need their cut.
