It has seriously affected the under the table supply system. Where I am its really hard to get anything decent ????

Basically. 

The ruling was not explained well.

Like many thai legislations. 

 

People are still doing what they have done for generations. 

 

And finally, they don't really care.

That's about 500 plants per occasion (bust).That's a lot of plants.

Even WITH permission, I would think the average person would not do this, given the draconian penalties which might result. I am still not seeing CBD oil at my local pharmacy. The possibilities for national revenue enhancement are staggering. A tax windfall is looming on the scale of legalized casino gambling.

I wish that more and more people grow it as it will be impossible to catch everybody.

When laws are still stupid, we have to explain that they are !

'A guy I know' agrees with you.  He tells me that it's been pretty apallingly sparse for at least 6 months now around these parts.
