News re Royal Thai Consualte Savannakhet/Laos, we have been informed that, effective 3rd October 2019, the Consulate will not offer Transit visa for those denied. We were also reminded to double check the documents as many fake letters were submitted in the past...

Other rules still in places, in case you want to apply a Tourist Visa your stay in Thailand must be less than 90 days in the past 6 month period.

No changes re the Yearly Multiple Non O Marriage.

For Non B application they do cross check with local Thai Authorities if real or fake documents were submitted.

Will they allow them to apply for a transit visa by submitting a new application. If not that could cause some people to be stuck in Laos until they can make arrangements to travel to another country.

No, transit visa was intended for a different purpose. Not for visa runner that tried and got denied.

That will discourage a lot of people that do not qualify for visa exempt entries or have already used their two per calendar year at at land border crossings.

That is the intention.

Imo this important news deserves a more 'catchy' header, to ensure that it gets picked up beforehand by those planning a Savannakhet trip and might end up getting stuck there.

You don't really get stuck in Laos if you're denied a Thai visa. You can still fly to another country, or travel to either Vietnam or Cambodia overland. You could even fly into Bangkok to transit there. All this can easily be booked for the same or the following day - Savannakhet usually isn't a crowded place.

Mini bus 'tours' go there and come back same day. End of.

Edit.

Usually at Mach 2 both ways.
