The Government, instead of allowing proper Parliamentary scrutiny of the Bill has prioritised October 31 over passing that Bill. That means the Govt is prepared to jettison the Bill in favour of no-deal Brexit. Until no-deal Brexit is off the table there is unlikely to be an election.
