Our corner shop is 100 metres away. ???????????? and has some things cheaper than some of the places that 'specialise in expat food'.

Yes there is.  To make cake flour:

250 ml/1 cup of sifted cake flour weighs about 99 gr/3 1/2 oz.  Spoon 2 level tablespoons of cornstarch into a 250 ml/1-cup measuring cup.  Spoon flour into the cup until it is almost overflowing.  Using the flat side of a knife, sweep the knife over the top of the cup to level it.  Each cup of cake flour is about 120 gr/4 oz (all-purpose weighs in at about 135 gr/4 1/2 oz).

Or add baking powder to plain flour. ????????

Or yeast if you're making bread.
