Will be leaving on Nov 24th for a business trip outside Thailand. Traveling with me will be a colleague who has been here a while and has a visa exempt 30 day stamp in his passport. States admitted until 23rd November. Is there a grace period, if so 24/36/48 hours? Should we re-book for 23rd? (prefer not to if not crucial or damaging to his future visits).

There is no grace period to leave the country.

if leaving from either airport in Bangkok he will not be fined 500 baht for a overstay of less than 24 hours.

Correct for most years unless it is a leap year like next year is. There is 29 days in February 2020 so it would be March 1st.

Should leave on the day as indicated, latest by midnight. Yet, CM immigration did not charge me 500 thb the last time I left the country a day late. They did place a stamp though indicating I overstayed. When re-entering the country the next day they called my attention and nagged around. So no crucial damage was done, but it was a bit annoying that they called my attention to such a minimal offense.

Not sure when your flight is leaving but you might consider checking in the night from 23rd-24th and passing immigration before midnight.
