Let's see.. someone goes to a Thai restaurant in Texas and then complains about the restaurant workers English language ability?  100% it's a hoax. If the note said learn to speak Mexican-Spanish it would be more believable as most of the restaurant workers in Texas speak Mexican-Spanish.
