I assume you writing about the Thai Ministry of Foreign Affairs certifying it. The Department of Consular Affairs can only certify a translation or a embassy consular officers signature on a doucment.

The US embassy cannot certify a degree. But you they will let you do a affidavit that it is a true and correct document that many Thai authorities will accept.

From the embassy website.  https://th.usembassy.gov/u-s-citizen-services/local-resources-of-u-s-citizens/notaries-public/

Affidavits
Oftentimes the Thai government requests the U.S. Embassy or Consulate General Chiang Mai “certify” documents listed under “services we cannot provide.” Please note the Embassy and Consulate CAN notarize an affidavit which may or may not satisfy the Thai requirement for “certification.”

Thanks, I know about that but I am not a U.S. s citizen I am Dutch so I was wondering if they can give me an affidavit and how long it takes

You could contact them about but I think the answer will be no.

Perhaps check with the Dutch embassy about doing a affidavit.
