Why would you suggest that when no one was charged with prostitution, never mind being caught in the act of it? Working in a "spa" is not illegal unless they are caught doing something illegal. The Thais were free to go because they weren't working without permits, obviously, whereas the foreigners were. Not necessarily acceptable but not illegal. Soapie massage places can be found all over Thailand and are normally licensed.
