They speak English, and you can get it from the "horses mouth" so to speak. ????

 

I looked this up in September and it said 1 liter allowed so that is all I brought back with me from the US. Of course no one checked my baggage. I don’t know what is involved to bring in more than 1 liter but imported liquor is pretty expensive. 

They can confiscate even i litre if over 40% proof, well that is what I read on here happening to somebody

For all intents and purposes, no. This is because duty free allowances only apply if you personally carry your allowance across the border into Thailand. You do not get this allowance if the goods are shipped to Thailand.

A special import licence is required for the importation of alcoholic beverages. This applies also to the importation for personal use.  The only exception is the duty-free allowance, currently one cubic decimetre (one litre), carried personally into the country.

One liter (only) of alcoholic beverage, which could be wine, spirits, beer, or whatever containing alcohol, when walking through customs.

 

If it's not something very special you wish to carry, you might be better off – i,e, cheaper – just buying alcoholic beverage from the stores. There are special stores for imported beer, alcohol and wine, which might also be partly available in some of the super stores, depending of where you are staying; where I stay both BigC and Tesco-Lotus have a nice selection of more special beers, spirits and wine, but still cannot compare with the larger assortment in specialized wine-shops.

Villa Market carries a good selection... 

I agree with DJ54.  In my view, Villa Market's selection of wine is the best in Pattaya.

Don't be a cheap Charlie all your life have a day off. Pay the going rate tight wad.

An an individual almost impossible to get an import licence for alcohol.

As a foreigner even tougher, & hardly worth it for personal consumption unless have a very special woobla that you like.

Can you share what it is that you can't get here?

I was thinking of importing lots of the best Scotch whisky and setting up a little stall with a Scots theme near some Expat bars.
