Recently renewed his PP at home country (referees required?) has returned (?) and now wants to transfer all details into his new PP. I think. Normally they are referred to as a witness that know you and your wife to confirm you are living together as husband and wife. I have never heard of a requirement for them to know you for 5 years. I suggest you contact the Nonthaburi immigration office directly and they will advise what's required to renew your visa/permit. You may well get directed to Bangkok immigration.
