As the article points out heavily reducing the number of visa for Indian skilled IT workers would be a counterproductive blow to the US IT industry sector. Plus their are tens of thousands of Indian IT workers on outsourced projects based in India for major MNCs such as IBM and SAP.

 

Modi & trump are actually fairly well aligned, pandering to the elites and both having right of centre nationalist, authoritarian attitudes. When not posturing for their domestic audiences they will likely work out their differences.
