Does anyone know if the consolute still issues 1 year Non O visas ( for retirement purposes) in Penang?

Anything other than being over 50 and 800,000 in the bank (how long)?

It requires 800k baht in a bank or proof of 65k baht income or combination of the 2. There is no requirement for the money to be in the bank for any amount of time,

They may also ask for proof of retirement.

Does it have to be in a Thai bank? Or can it be in a bank overseas?

They have accepted applications with the money in a overseas bank.

That has not really been confirmed that it would be needed from somebody that has been staying Thailand.

I have only recently come to Thailand so apologies if this is a silly question but is there an advantage in 

applying outside of Thailand

You can only apply for most visas outside of Thailand dependent upon the reason you are applying for.

In this case there is no multiple entry visa issued in Thailand. Immigration does not issue them.
