Always wear protective gloves and bring your hand sanitiser wherever you go. I used to clean my hands also before the corona virus outbreak.  Bangkok is a dirty city.

There are no real mental hospitals & no money given  to treat them

More than a few people in China have been arrested for exactly the same behaviour and they will not be able to get away with a wai and the equivalent of 500 baht fine.  There is a recently uploaded video on YouTube showing a woman spitting on the door and buttons on her apartment elevator then standing in the corner watching other people push on the buttons and she said nothing.  Her actions were caught on CCTV in the elevator and she was arrested soon after.  Same thing happened in  other locations.
