This is designed to protect the government/shareholders. It does not have to be proven before bringing to the attention of the appropriate officer. Only people who are guilty want to have all the confidential facts so they can concoct or bury the facts and get revenge on the person doing the right thing. Trumps day will come and he will have to justify his illegal statements and actions to the American people. Meanwhile while the country suffers with hundred of thousands critically ill and thousands dying he is away playing golf. A great leader at work? 3 2
