First case in Samut Sakhon - Thai man out without mask faces 20K fine

Traffic police in the province of Samut Sakhon south west of Bangkok announced they had arrested a man for being outside his house without a mask. 

 

This contravenes an order in place from April 3rd to 30th. 

 

The 24 year old from Tha Sai, Muang district was stopped at the U-turn near Big C Supercenter.

 

He faces a 20,000 baht fine.

How can he face a fine when there is no police order?  Sounds like an attempted shakedown to me.

Madness. The guy's alone with acres of space around him. Most of the people I see not social distancing these days are bunches of cops haranguing and manhandling people who are.
