It's just a scenario you can sell or trade your passport at anytime. However it is very illegal to sell more than one. So people can basically rent passports and enjoy the rights of a citizen where they live. 

 

Why not? So let's say you are happy in Thailand but your adopted kid wants to go to the USA to spend 4 years studying, who is a Thai national. You can trade passports and he goes to the USA. When he comes back you can change again.  You would be a Thai citizen when he uses your nationality to go study.

I think this can be construed as illegal activities:
