Are the non Thai brand spirits such as Vodka and Gin made under license in Thailand, or are they imports? 

I was thinking to buy a bottle of Grey Goose or Stolichnaya if I can find a retailer.

 

Those two brands are both imports.

okay thanks, someone told me a Villa Mart may carry them, so far the larger Tops and Big C have not had stock.

Villa has them. So does Gourmet Market.

haha, I was going to qualify the Heading as being for drunks (there is a difference), but I thought meh.

You can tell from the colour of the excise sticker.  Local white spirit has a purple sticker.  Imported white spirit has a red sticker.

And I thought it was about morale.

If it costs less than 350 baht for 700 ml then it will be made locally
