Someone in a previous post said speed keeps the water out of the tail pipe , what a poor excuse for causing waves to knock over Waves.  How about 2nd gear at 10 kph . As you said ' In most civilised countries ....'

Did they draw his blood and get his bac tested at a hospital, or did they have something that he could blow in and get instant results?  I'm sure they didn't just say "drunk Russian" because they thought it would help their case.
