Can Thai citizens enter Thailand with just their ID?

So if a dual Thai citizen who hasn't had a Thai passport for a very long time but does have a Thai ID wants to enter Thailand right now during this pandemic, what options are there?

Thais can only enter on repatriation flights now. They should contact the Thai embassy where they are about getting a temporary passport and being setup for a repatriation flight.

So the ID is a no go? 

 

Thought they could enter Laos without a passport and just their ID. Wouldn't that mean being able to enter back to Thailand with the same ID? Or would they have to had left on the ID first?

In a normal situation a Thai can enter the country at a airport with a Thai ID as proof they are Thai. They can also enter with a expired passport.

To enter Laos or other nearby countries they need a border pass to enter and return to Thailand.

Does this person intend to enter via a land border? 

If so,  normally the answer would be yes, but with covid, there would probably be quarantine involved at the very least.

Assuming the person wants to fly into Thailand, they would have to first be permitted to fly from the country they are in now. 

So again, assuming they have, let's say a US passport, and are permitted to fly, upon landing, a expired Thai passport, and /or valid Thai I'd card would get entry, but wouldn't it be better to apply for new passport at the Thai embassy in your country before travelling?

So if they spend the last 6 months in Wuhan, no one would know if they just used a drivers license?  Makes sense for domestic travel but not for foreign.
