If you already hold a retirement or marriage visa, can you enter Thailand at this point in time?

No you cannot enter the country at this time.

If married to a Thai it is now possible to apply at a Thai embassy to get permission for entry on a repatriation flight.

Only the Thai embassy or consulate in your country of origin can 

give you the answer. I recomand you to contact them for the list of

actual requirments, But be prepared to a long, difficult and costly process

I heard there are talks of letting married people come back to Thailand.

 

Married meaning.....married to a Thai. Others will sure know more.

Seems strange that many countries allow the repatriation of Thai spouses married to foreigners but the Thai repatriation flights into Bangkok are for Thai citizens only.

 

Then the Thai government wants reciprocal travel bubbles with these countries. Its like they want the business but don't don't care about the family. Money first and family second.

Not correct.

There a certain people that can enter on repatriation flights. Those with work permits. permanent residents, and etc for business can apply for entry. Those married to a Thai can now enter on them.

I do. That link provides nothing about entry into Thailand for Australians married to Thais.

if the Thais' needs are met (flight seats, quarantine rooms) and they have spare capacity then that's what will be given to the qualified foreigners.

Meaning, get on the waiting list...

Does he meet the requirements to get on the list?

- booked quarantine hotel

- health insurance with 100.000 US$ coverage, incl. Covid-19

- Covid19-free certificate

- Fit-to-Fly certificate

What about returning with a re-entry for married visa?

Not sure what have. If a multiple entry non-o visa that is still valid or a one year extension of stay with a valid re-entry permit based upon marriage to a Thai you could apply to be allowed entry to the country.

You would need to check with the Thai embassy where are located to find out what they want and do the application there.

Including a very expensive 14 days quarantine in BKK. ~45000 baht and up according to an article in The Nation a few days ago. 

My partner and I have been in a relationship over 6 years, not married, we have a 5 year old son, we are currently in the U.K. she has a 6 month visitor Visa which expires in September. Would we apply to the Thai Embassy in London and would it be by a letter, email or going to the Embassy in London ?

You need to contact the embassy for answers to your questions.

There no info about it on their website. http://www.thaiembassy.org/london/en/
