Not correct. There a certain people that can enter on repatriation flights. Those with work permits. permanent residents, and etc for business can apply for entry. If a multiple entry non-o visa that is still valid or a one year extension of stay with a valid re-entry permit based upon marriage to a Thai you could apply to be allowed entry to the country.
