Not correct. There a certain people that can enter on repatriation flights. Those with work permits. permanent residents, and etc for business can apply for entry. OK, nothing new there. but... if the Thais' needs are met (flight seats, quarantine rooms) and they have spare capacity then that's what will be given to the qualified foreigners. If a multiple entry non-o visa that is still valid or a one year extension of stay with a valid re-entry permit based upon marriage to a Thai you could apply to be allowed entry to the country.
