Quite clearly there won't be millions returning, but at the same time i doubt they would want millions returning during the middle of a pandemic. 

 

So you have a small pool of people you want to lure. Why would you not want to lure those that will spend? 

 

Wishing they would cater to those who stay in small airBnb's, eating nothing but rice, spend their change on a few beers, is perhaps wishful thinking that they would ideally want that tourist back at this stage, when they are trying to keep the numbers under control. 

 

Remember lesser numbers, would be better for now, so they can control the virus if outbreaks did happen. The last thing anyone would want is for Thailand to get an outbreak, more lockdowns, it would not be appealing to anyone then. 

 

It's vital they improve their testing capability. Perhaps this is what they are waiting for. It's also vital they have some procedure to test at airports. It's about adding layers of safety. You can't elimate the virus or the risk, but you can reduce it. 

 

So possible protocols :

 

1) Test 96 hours before you leave. 

2) Quarantine

3) Testing at quarantine, and if Covid free, you are free to leave. 

 

This would be the logical first steps. If they just opened up (and i know a huge amount of people in India are looking to escape hoping Thailand will open to them), and the virus returned it would be awful. 

 

They need to

Fiji set to drop quarantine requirements (and hotel prices) as it reaches out to NZ tourists.

Fiji is going hard-out in its bid to attract more tourists post-Covid, and make it more competitive against destinations like Bali and Phuket.

In a range of incentives announced in Fiji's 2020-2021 budget at the weekend, the Pacific island nation will soon drop its quarantine requirements for tourists from New Zealand, Minister for Economy Aiyaz Sayed-Khaiyum says.

Hotel accommodation, food and beverages prices have been reduced, and the first 150,000 visitors to its shores will get $400 (NZ$282) each towards packages including flights, accommodation and food and beverages.hit hard by the Covid-19 border closures.

 

Announcing the budget, Sayed-Khaiyum emphasised on several major cuts in taxes and policies to stimulate the economy, especially the post-Covid tourism sector, its biggest income earner.

Sayed-Khaiyum said market surveys had shown that Fijian resorts and hotels could be overpriced, especially when it came to food and beverage services.

As an immediate effect of tax cuts to the hospitality sector, the price structures for rooms, food, alcohol are to drop "precipitously". Excise tax on alcohol will go down by 50 per cent.

Sayed-Khaiyum said as Fiji looked to safely reopen to tourists, the hospitality industry could get creative with all-inclusive options that would allow us to be cost-competitive against destinations like Bali and Phuket.

"When they open for businesses, they will do so with a vengeance," Sayed-Khaiyum said.

Actually, you are nearly right.  There are two words that should have been omitted, the one you mentioned and the word "Amazing" which they append to every new tourist idea they come up with.  I well remember way back to what may have been the first us when they came up with the concept of AMAZING THAILAND.  They were confused because they meant to use A MAZE IN THAILAND.  Well, I guess they can dream anyway.
