The implication being that in the past he tried filing vacant posts with incapable people, but they proved.....incapable.

Sad...Father of Thai people can not keep qualified "yes men" in government...maybe we need another democratic election...

Can start with replacing himself and his friends. Then some politicians can takeover. 

So naive, it's unbelievable.
