Fort Canning Lodge is between Orchard Road and Clark's Quay. The Garden Hotel is just north of Orchard Road, in Bukit Timah, and has a free shuttle service to the shopping district. Both are relatively low priced. Quality is not fantastic but they will do for a short stay. Don't expect much from breakfast though.

If you dun mind red district area .... try frangrance hotel or hotel 81. Get more informations from the airport.

Orchard road and budget hotels dont go together unfortunately............i normally stay at the Allson Hotel its 3000 baht/night including a really good buffet breakfast for 2 people............2 stops on the MRT will get you to the Marriot hotel and the heart of the action.

A few years back I stayed at the Elizabeth Hotel..just behind (but definately only a few steps) Orchard Road.It is a little boutique hotel. You will have to google it for latest rates but for the area and product it was a good deal.

the strand on bencoolen is not a bad option either, imho.

not that close to orchard but near underground and an ok area
