At the moment your insurance is not just limited to covid19 it is health insurance cover for $100k including covid19. At minimum it should cover the period until your retirement Visa ends.

At this time you are not able to enter the country since those on OA visas or extensions of stay based upon retirement are not able to apply for a certificate of entry that does require the covid 19 insurance to board a repatriation flight.

If you qualified the insurance would have to valid for the length of the permit to stay you would get on entry to the country.

Given that the health insurance is not tied purely to Covid-19, and applies to everyone entering, can we assume that the health insurance requirement may well become a permanent condition for granting visas, even when the current exceptional circumstances end and we revert to a new normal?

I prefer not to assume anything.

They might require some type of insurance being needed for entry to the country. That has been mentioned before along with a fee to pay for it on entry.

I cannot foresee any insurance being needed for extension applications at immigration othe the OA visa entries they want now.

I recommend that you check with Royal Thai Embassy where you are located. My insurance was valid until May next year when I submitted the application. I was approved in principle and then later shortly before COE was obtained RTE noticed the expiry date and I was asked to extend insurance for a year from no specific date but assumed to be about date of communication from RTE. This may have been due to local RTE's requirement or because I have PR or another reason.

As such I had 2 separate policies up to June 2022; for me not a problem as both were Health insurance policies with the same company.

As ubonjoe stated don't assume anything if you are serious.
